Narrated Ibn Az-Zubair: I said to `Uthman, "This Verse which is in Surat-al-Baqara: "Those of you who die and leave widows behind...without turning them out." has been abrogated by another Verse. Why then do you write it (in the Qur'an)?" `Uthman said. "Leave it (where it is), O the son of my brother, for I will not shift anything of it (i.e. the Qur'an) from its original position."

Abdullah ibn Zubair (radi Allahu anhu) was of the opinion that an abrogated verse should not be written in the Noble Qur’an.
In response, Uthman (radi Allahu anhu) said:
Do not broach this subject, because it is not a matter of opinion or analogy, but rather of following and adherence—that is, the arrangement that remained from the Messenger of Allah (sallallahu alayhi wa sallam) and the two Shaykhs (Abu Bakr and Umar, radi Allahu anhuma) will remain until the Day of Resurrection. I will not move a single word forward or backward from this arrangement.

From this, it is understood that the current arrangement of the Qur’an is tawqifi (divinely ordained) and was arranged by the command of the Messenger of Allah (sallallahu alayhi wa sallam).
No one’s intellect or opinion has any role in this whatsoever.
Furthermore, reciting it will bring reward. Also, according to some scholars, this verse is not abrogated; rather, its generality has been specified, so instead of a full year, it became four months and ten days—the waiting period (‘iddah) has not been abrogated absolutely.
In addition, Abbas (radi Allahu anhu) does not consider it abrogated, as has been mentioned in detail previously.
