Narrated Ibn Juraij: `Ata' said, "Ibn `Abbas said, 'If he (i.e. the one intending to perform `Umra) has performed the Tawaf around the Ka`ba, his Ihram is considered to have finished.' said, 'What proof does Ibn `Abbas has as to this saying?" `Ata' said, "(The proof is taken) from the Statement of Allah:-- "And afterwards they are brought For sacrifice unto Ancient House (Ka`ba at Mecca)" (22.33) and from the order of the Prophet to his companions to finish their Ihram during Hajjat-ul-Wada`." I said (to `Ata'), "That (i.e. finishing the Ihram) was after coming form `Arafat." `Ata' said, "Ibn `Abbas used to allow it before going to `Arafat (after finishing the `Umra) and after coming from it (i.e. after performing the Hajj).

The position of Ibn Abbas radi Allahu anhu is that merely performing the circumambulation (tawaf) of the House of Allah is sufficient for a person to become lawful (halal), and for this, performing the sa‘i between Safa and Marwah and shaving or shortening the hair (halq or taqsir) is not necessary. As is found in Sahih Muslim, Ibn Abbas radi Allahu anhu said:
By merely performing tawaf, a person becomes halal, whether he intends Hajj or ‘Umrah.
(Sahih Muslim, al-Hajj, Hadith: 3020(1245))
In fact, a man said to Ibn Abbas radi Allahu anhu:
What is this legal verdict you have spread among the people, that whoever performs tawaf, the restrictions of ihram are lifted from him? He replied: This is the Sunnah of your Prophet sallallahu alayhi wa sallam, even if you find it objectionable.
(Sahih Muslim, al-Hajj, Hadith: 3018 (1244))
In any case, this position of Ibn Abbas radi Allahu anhu is contrary to the majority of the scholars.
A few people have followed this, for example, Imam Ishaq ibn Rahwayh is among those who hold this view.

And Allah is the One whose help is sought.
