Narrated `Amr bin Maimuin: When Mu`adh arrived at Yemen, he led them (i.e. the people of Yemen) in the Fajr prayer wherein he recited: 'Allah took Abraham as a Khalil.' A man amongst the people said, "(How) glad the mother of Abraham is!" (In another narration) `Amr said, "The Prophet sent Mu`adh to Yemen and he (led the people) in the Fajr prayer and recited: 'Allah took Abraham as a Khalil. A man behind him said, "(How) glad the mother of Abraham is!"

Hadith Commentary:
That is, for them there is great happiness and congratulations that their son became the Khalil (close friend) of Allah.
This person, not knowing the ruling, spoke during the prayer; in such a state of ignorance, the prayer does not become invalid.

Shaykh Abdul Sattar al-Hammad
Hadith Commentary:

When Mu'adh ibn Jabal (radi Allahu anhu) went to Yemen, Amr ibn Maymun was there; therefore, he narrated this hadith on the authority of Mu'adh (radi Allahu anhu).
He experienced both the pre-Islamic era (Jahiliyyah) and the era of Islam, but was deprived of the honor of being a Companion (sahabi). Such a Tabi'i is called a "mukhadrim."

The meaning is that when Allah, the Exalted, made Ibrahim (alayhis salam) His sincere friend (khalil), his noble mother was greatly pleased that her son became Khalilullah.
The "coolness of the eyes" is an idiom for delight and happiness.
Tears of joy are cool, whereas tears of grief and sorrow are warm.

It should be noted that this person uttered these words unintentionally during the prayer, or he had not yet entered the prayer.
Therefore, he was not ordered to repeat his prayer.
It is also possible that Mu'adh ibn Jabal (radi Allahu anhu) did order him to repeat the prayer, but that was not transmitted.
(Fath al-Bari: 8/81)
And Allah knows best.
