Hadith Commentary:
This ruling pertains to the Hijrah (migration) of Madinah.
If, for the Muslims, circumstances similar to those of Makkah arise in any region, then even now they may migrate towards a land of safety (dar al-aman).
By doing so, they can certainly attain the reward of Hijrah; however, it is necessary to keep in view "Verily, actions are judged by intentions" (innama al-a‘malu bi’l-niyyat).

Hadith Commentary:
➊
The migration (hijrah) referred to here is the specific migration that took place before the Conquest of Makkah, whether it was towards Abyssinia or towards Madinah al-Tayyibah. After the Conquest of Makkah, when Makkah al-Mukarramah became a land of Islam (dar al-Islam), there was no longer any need to migrate from there.
➋
Although the wording of the hadith is general, what is meant is the specific migration. However, if there is a land of disbelief (dar al-harb) where the symbols of Islam (sha‘a’ir al-Islam) cannot be properly observed, and one is prevented from practicing them, then in such a case, migration from there becomes obligatory. If the symbols of Islam are not fully observed, but the Muslims are not compelled (to abandon them), then in such circumstances, migration is recommended (mustahabb).
In any case, the migration referred to in the aforementioned ahadith is the migration from Makkah; the negation is not of migration in an absolute sense.
And Allah knows best.
