Narrated Qais: The Badr warriors were given five thousand (Dirhams) each, yearly. `Umar said, "I will surely give them more than what I will give to others."

Hadith Commentary:
It is understood from this that the Badri Companions are superior to those who were not present at Badr.
Hazrat Umar radi Allahu anhu fixed an annual stipend of ten thousand for the Muhajirun, eight thousand for the Ansar, and twenty-four thousand for the Noble Wives (azwaj mutahharat).
This was the blessing of the true Islamic rightly-guided caliphate, and it was the most correct use of their public treasury (bayt al-mal).
Alas, these blessings remained particular to the era of Islam’s ascendancy.
Today, in this period of decline, all these things seem like dreams and fantasies.
Some Islamic organizations arise under the name of bayt al-mal.
If these organizations are established properly, then in any case, they are good, but where is that quality to be found now, like that of Maulvi Madan?

Hadith Commentary:

From this hadith, it is understood that the Companions who participated in Badr (Badri Sahabah) are superior to others.

The narration of Hazrat Malik bin Aws is that Hazrat Umar (radi Allahu anhu) used to give five thousand (dirhams) to the Muhajirun, four thousand to the Ansar, and twelve thousand to each of the Mothers of the Believers (Azwaj Mutahharat, radi Allahu anhunna ajma'in) as a stipend.
( : Al-Sunan al-Kubra lil-Bayhaqi: 6/349.
Fath al-Bari: 7/404)
These were the blessings of the Rightly Guided Caliphate (Khilafah Rashidah), and this was the proper use of the public treasury (Bayt al-Mal). But unfortunately, these blessings remained confined to the era of Islam’s ascendancy.
In this period of decline, such matters seem like dreams and fantasies; the system of Bayt al-Mal has become merely a means for eating and drinking.
May Allah Ta’ala grant it its rightful place.
Amin, ya Rabb al-'Alamin.
