Hadith 3928

Narrated Ibn `Abbas: During the last Hajj led by `Umar, `Abdur-Rahman bin `Auf returned to his family at Mina and met me there. `AbdurRahman said (to `Umar), "O chief of the believers! The season of Hajj is the season when there comes the scum of the people (besides the good amongst them), so I recommend that you should wait till you go back to Medina, for it is the place of Migration and Sunna (i.e. the Prophet's tradition), and there you will be able to refer the matter to the religious scholars and the nobles and the people of wise opinions." `Umar said, "I will speak of it in Medina on my very first sermon I will deliver there."

Hadith Commentary:
The background of this incident is that an ignorant person said during the very season of Hajj in Mina that if Umar (radi Allahu anhu) were to die, he would pledge allegiance to such-and-such person.
People had pledged allegiance to Abu Bakr (radi Allahu anhu) without much deliberation.
This matter reached Umar (radi Allahu anhu), which made him angry, and he considered summoning that person to admonish him. However, Abdur Rahman ibn Awf (radi Allahu anhu) advised that since this is the season of Hajj and all sorts of wise and unwise people are gathered here, it would not be appropriate to do so here; once you reach Madinah Sharif, you may do as you wish.
Umar (radi Allahu anhu) accepted this advice of Abdur Rahman (radi Allahu anhu).

Hadith Commentary:

At this point, the hadith has been narrated with extreme brevity. In reality, Umar (radi Allahu anhu) received information regarding a certain individual who had said that if Umar (radi Allahu anhu) were to pass away, he would pledge allegiance to a particular person.
Since such rumors are detrimental to the stability of the government, Umar (radi Allahu anhu) wished to take notice of this matter, but upon the advice of Abdur Rahman (radi Allahu anhu), he postponed it.
Its details will be mentioned in Hadith 6830, by the permission of Allah, the Exalted.

The relevance of this hadith to the chapter heading is that it mentions the people of Madinah as being insightful and intelligent.
And Allah knows best.
