Narrated Abu Huraira: Allah's Apostle said, "Among the nations before you there used to be people who were inspired (though they were not prophets). And if there is any of such a persons amongst my followers, it is 'Umar." Narrated Abu Huraira: The Prophet said, "Among the nation of Bani Israel who lived before you, there were men who used to be inspired with guidance though they were not prophets, and if there is any of such persons amongst my followers, it is 'Umar."

Hadith Commentary:
A muhaddath is one upon whom inspiration (ilham) from Allah comes, and the truth flows from his tongue, or angels speak to him, or one whose opinion always proves correct. A muhaddath can also be someone who possesses unveiling (kashf), as in the community of ‘Isa (alayhis salam), there was Yahya the disciple, whose unveilings (mukashafat) are well-known. Certainly, ‘Umar (radi Allahu anhu) was also among such people.
At the end of the narration, it is mentioned that ‘Abdullah ibn ‘Abbas (radi Allahu anhuma) used to recite this verse from Surah al-Hajj as follows:
﴿وَمَا أَرْسَلْنَا مِن قَبْلِكَ مِن رَّسُولٍ وَلَا نَبِيٍّ۔

Hadith Commentary:

A "muhaddath" is one upon whom inspiration (ilhaam) from Allah occurs and the truth flows from his tongue, or one with whom angels converse, or one whose opinion proves to be absolutely correct.
Hazrat Umar (radi Allahu anhu) is also among such people.
His distinction lies in the fact that his agreements (muwafaqaat) are numerous and are in complete accordance with the Noble Qur’an, and even after the passing of the Messenger of Allah (sallallahu alayhi wa sallam), his correct statements did not diminish.
This matter is also clarified by a hadith in which the Messenger of Allah (sallallahu alayhi wa sallam) said:
“Allah, the Exalted, has placed the truth upon the tongue of Umar (radi Allahu anhu).” (Sunan Abi Dawud, Al-Kharaj, Hadith: 2982)

At the end of the hadith, a recitation (qira’ah) of Hazrat Ibn Abbas (radi Allahu anhuma) has been transmitted.
The complete verse is as follows:
﴿وَمَا أَرْسَلْنَا مِن قَبْلِكَ مِن رَّسُولٍ وَلَا نَبِيٍّ...﴾ “And We did not send before you any messenger or prophet...” (Al-Hajj: 52:22)
He would also recite the word “muhaddath” after “prophet” in this verse.

Hadith Commentary:
The word "muhaddath" is with a fathah on the letter "dal."
A matter is cast into the heart of His wali (friend) by Allah.
This rank was perfectly attained by Hazrat Umar (radi Allahu anhu).
In many matters, revelation was sent down in accordance with his opinion.
For this reason, he was called "muhaddath."

Hadith Commentary:
1.
The word "muhaddath" is with a fathah on the letter "dal."
The commentators have mentioned various meanings for it.
(a)
A person into whose heart Allah, the Exalted, places something good—meaning, whatever he conjectures turns out to be correct, and whatever comes to his heart corresponds to the reality of the matter.
(b)
A person upon whose tongue the truth flows.
(c)
One who, through his insight (firasah), reaches the essence of a matter.
All these meanings are, in terms of intent and purpose, closely related.
Umar radi Allahu anhu possessed a perfect degree in all these aspects.
In many matters, revelation from Allah was sent down in accordance with his opinion.
2.
Hafiz Ibn Hajar rahimahullah states that the Ummah of the Messenger of Allah sallallahu alayhi wa sallam is superior to all other communities.
When there were "muhaddath" individuals in other communities, then, all the more so, there should be such individuals in your Ummah.
The Messenger of Allah sallallahu alayhi wa sallam mentioned this as an expectation, as if he had not yet been informed of it; thus, in accordance with his expectation, it happened exactly so, and Umar radi Allahu anhu fulfilled this standard and expectation.
