Narrated Ibn `Umar: Fasting for those who perform ,Hajj-at-Tamattu` (in lieu of the Hadi which they cannot afford) may be performed up to the day of `Arafat. And if one does not get a Hadi and has not fasted (before the `Id) then one should fast of the days of Mina. (11, 12 and 13th of Dhul Hajja).

Regarding fasting during the Days of Tashreeq, it is narrated from Amr ibn al-As radi Allahu anhu that he said to his son Abdullah radi Allahu anhu:
"Eat and drink during the Days of Tashreeq, for the Messenger of Allah sallallahu alayhi wa sallam used to command us to leave fasting on these days and would prohibit us from fasting."
Imam Malik states:
By these days are meant the eleventh, twelfth, and thirteenth days.

From this narration, it is understood that fasting during the Days of Tashreeq is not permissible. However, from the ahadith narrated from Aisha radi Allahu anha and Ibn Umar radi Allahu anhu, permissibility is understood.
The reconciliation between them is that the prohibition is for the non-muttamatti‘ (one not performing tamattu‘), and the ahadith indicating permissibility are for the muttamatti‘ (one performing tamattu‘) who does not have the means for sacrifice.
Hafiz Ibn Hajar rahimahullah has adopted this decision and has considered it to be the inclination of Imam Bukhari rahimahullah.

The corroboration (mutaba‘ah) of Ibrahim ibn Sa‘d has been narrated by Imam Shafi‘i with a connected chain.
In it, Aisha radi Allahu anha said:
The muttamatti‘ who does not find a sacrificial animal should fast during the Days of Tashreeq.
