وَقَالَ عَطَاءٌ : عَنْ جَابِرٍ رَضِيَ اللَّهُ عَنْهُ ، أَمَرَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ أَصْحَابَهُ أَنْ يَجْعَلُوهَا عُمْرَةً وَيَطُوفُوا ثُمَّ يُقَصِّرُوا وَيَحِلُّوا .
And Ata bin Abi Rabah narrated from Jabir (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) commanded his companions to change the intention of their Hajj to ‘Umrah, and to perform Tawaf (of the House and of Safa and Marwah), then to cut their hair and exit from the state of Ihram.

إِسْحَاقُ بْنُ إِبْرَاهِيمَ ، عَنْ
جَرِيرٍ ، عَنْ
إِسْمَاعِيلَ ، عَنْ
عَبْدِ اللَّهِ بْنِ أَبِي أَوْفَى ، قَالَ : " اعْتَمَرَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَاعْتَمَرْنَا مَعَهُ ، فَلَمَّا دَخَلَ مَكَّةَ طَافَ وَطُفْنَا مَعَهُ ، وَأَتَى الصَّفَا والمروة وَأَتَيْنَاهَا مَعَهُ ، وَكُنَّا نَسْتُرُهُ مِنْ أَهْلِ مَكَّةَ أَنْ يَرْمِيَهُ أَحَدٌ ، فَقَالَ لَهُ صَاحِبٌ لِي : أَكَانَ دَخَلَ الْكَعْبَةَ ؟ , قَالَ : لَا .
Narrated Isma`il: `Abdullah bin Abu `Aufa said: "Allah's Apostle performed `Umra and we too performed `Umra along with him. When he entered Mecca he performed the Tawaf (of Ka`ba) and we too performed it along with him, and then he came to the As-Safa and Al-Marwa (i.e. performed the Sai) and we also came to them along with him. We were shielding him from the people of Mecca lest they may hit him with an arrow." A friend of his asked him (i.e. `Abdullah bin `Aufa), "Did the Prophet enter the Ka`ba (during that `Umra)?" He replied in the negative.

Hadith Commentary:

The position of Ibn Abbas (radi Allahu anhu) is that when a person performing ‘umrah completes the circumambulation (tawaf) of the House of Allah (Baytullah), he becomes free from the restrictions of ihram. Imam Bukhari (rahimahullah), through this chapter heading and the presented ahadith, has established that the one performing ‘umrah will be released from the restrictions of ihram only after completing the sa‘i (ritual walking) between Safa and Marwah following the circumambulation of the House of Allah. Thus, Ibn Abi Awfa (radi Allahu anhu) said: We performed the sa‘i between Safa and Marwah after circumambulating the House of Allah.

It should be noted that this hadith refers to the ‘Umrat al-Qada. At that time, the Messenger of Allah (sallallahu alayhi wa sallam) did not enter the House of Allah, as is explicitly mentioned in this hadith. Furthermore, due to the emergency circumstances at that time, the noble Companions (radi Allahu anhum) had to make special arrangements for the protection and care of the Messenger of Allah (sallallahu alayhi wa sallam), as is mentioned in the hadith.

The scholars of the ummah are in agreement that the one performing ‘umrah is released from the restrictions of ihram when he has completed both the circumambulation of the House of Allah and the sa‘i between Safa and Marwah. However, a solitary (shaadh) statement is transmitted from Ibn Abbas (radi Allahu anhu) that one becomes lawful (halal) after performing the circumambulation of the House of Allah.
