Nabiyah bin Wahb (may Allah be pleased with him) reports that Umar bin Ubaidullah (may Allah be pleased with him) wanted to marry Talhah bin Umar to the daughter of Shaybah bin Jubayr while both of them were in the state of ihram. He also sent a message to Aban bin Uthman bin Affan (may Allah be pleased with him) to participate, who was the Amir of Hajj. Aban (may Allah be pleased with him) disliked this and said: I heard from Sayyiduna Uthman bin Affan (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: A person in ihram cannot perform a marriage contract for himself, nor can he perform a marriage contract for someone else, nor can he arrange an engagement.
