Sayyiduna Abu Musa (may Allah be pleased with him) narrated that when I came to the service of the Messenger of Allah (peace and blessings be upon him), he was at Batha (which is a place near Makkah). He asked: "Have you made the intention for Hajj?" I said: "Yes." He inquired: "With what have you tied your Ihram?" I said: "I have tied the Ihram in the manner of the Prophet (peace and blessings be upon him)." He said: "You have done well, now go." So (upon reaching Makkah) I performed the Tawaf of the House of Allah and the Sa'i between Safa and Marwah. Then I went to a woman from Banu Qais and she removed lice from my head. After that, I proclaimed the Talbiyah for Hajj. After that, I continued to give the same fatwa until the caliphate of Sayyiduna Umar (may Allah be pleased with him). Then when I mentioned this to Sayyiduna Umar (may Allah be pleased with him), he said: "We should also act upon the Book of Allah, and in it is the command to complete (the rites). Then we should also act upon the Sunnah of the Messenger of Allah (peace and blessings be upon him). The Messenger of Allah (peace and blessings be upon him) did not become halal before offering the sacrifice."
