Sayyiduna Ibn Abbas (may Allah be pleased with them both) explained regarding Allah Almighty’s statement: “Do not move your tongue with it to hasten it” (Al-Qiyamah: 16), that when Jibreel (peace be upon him) would descend with revelation upon the Messenger of Allah (peace and blessings be upon him), the Messenger of Allah (peace and blessings be upon him) would move his tongue and lips, and this was very hard upon him, which was also apparent from his face. Therefore, Allah Almighty revealed the verse which is in the Surah: “Do not move your tongue with it to hasten it.” It is upon Us to collect it and to recite it, meaning it is Our responsibility to gather the Qur’an in your heart and to make you recite it. Then when We have recited it, follow its recitation, meaning when We reveal the revelation, listen attentively. Then its explanation is also upon Us, meaning it is also Our responsibility to make you explain it to the people with your tongue. It was narrated that after this, whenever Jibreel (peace be upon him) would bring revelation, the Messenger of Allah (peace and blessings be upon him) would remain silent, and when he departed, he would recite it just as Allah Almighty had promised him.

Sayyiduna Ibn Abbas (may Allah be pleased with them both), in the explanation of the Divine Words "Do not move your tongue..." says that the Messenger of Allah (peace and blessings be upon him) used to feel great difficulty at the time of the revelation of the Qur'an, and among its (signs) was that, in order to memorize it, he would move his lips. Sayyiduna Ibn Abbas said, "I move my lips just as he used to move them." Sa'id (Sayyiduna Sa'id bin Jubair, who narrates this hadith from Sayyiduna Ibn Abbas, may Allah be pleased with them both) says, "I also move my lips just as I saw Ibn Abbas (may Allah be pleased with them both) move them." Then he moved his lips. (Sayyiduna Ibn Abbas, may Allah be pleased with them both, said:) Then these verses were revealed: "O Muhammad (peace and blessings be upon him), do not move your tongue to hasten to memorize the Qur'an. Its collection and recitation is Our responsibility." (Al-Qiyamah 75:16-17) Sayyiduna Ibn Abbas (may Allah be pleased with them both) says, "That is, to make the Qur'an firm in your heart and to recite it is Our responsibility." Then, when We have recited it, follow its recitation. Sayyiduna Ibn Abbas says (this means) that you should keep listening to it silently. After that, making you understand its meaning is Our responsibility. Then, surely, it is Our responsibility that you recite it (i.e., that you are able to preserve it). Thus, after this, when Jibreel (peace be upon him) would come to you (with revelation), you would listen attentively. When he would leave, the Messenger of Allah (peace and blessings be upon him) would recite that (revelation) just as Jibreel (peace be upon him) had recited it.
