882 صحيح حديث أَبِي هُرَيْرَةَ رضي الله عنه، عَنِ النَّبِيِّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ ، قَالَ: لاَ تُشَدُّ الرِّحَالُ إِلاَّ إِلَى ثَلاَثَةِ مَسَاجِدَ: الْمَسْجِدِ الْحَرَامِ، وَمَسْجِدِ الرَّسُولِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ ، وَمَسْجِدِ الأَقْصى
Sayyiduna Abu Hurairah (may Allah be pleased with him) narrated that the Prophet Muhammad (peace and blessings be upon him) said: "Mounts should not be saddled (i.e., journeys should not be undertaken) except to three mosques: Al-Masjid Al-Haram, the Mosque of Allah's Messenger (peace and blessings be upon him), and Al-Masjid Al-Aqsa, that is, Bayt Al-Maqdis."

Brief Explanation
Now, those common people who set out on journeys to visit shrines such as Ajmer and Pakpattan, etc., due to opposing this instruction of the Prophet sallallahu alayhi wa sallam, are deemed sinners, disobedient, and rebels against him sallallahu alayhi wa sallam. However, if the graves of Muslims are within one’s own city or village, whether they belong to relatives or strangers, then visiting them in the prescribed (masnun) manner is legislated (mashru‘), that is, to supplicate for the forgiveness of the inhabitants of the graveyard and, by remembering one’s own death, to develop detachment from the world.
