421 صحيح حديث عَائِشَةَ، قَالَتْ: كَانَ النَّبِيُّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ يُخَفِّفُ الرَّكْعَتَيْنِ اللَّتَيْنِ قَبْلَ صَلاَةِ الصُّبْحِ، حَتَّى إِنِّي لأَقُولُ هَلْ قَرَأَ بِأُمِّ الْكِتَابِ
Sayyidah Aisha (may Allah be pleased with her) narrated that the Prophet Muhammad (peace and blessings be upon him) used to keep the two (Sunnah) rak'ahs before the (obligatory) Fajr prayer very short. Whether he recited Surah Al-Fatihah in them or not, I cannot say.
Brief Explanation
This is hyperbole. That is, he used to recite them very lightly and briefly. In Ibn Majah, it is mentioned that he used to recite Surah al-Kafirun and Surah al-Ikhlas in them. (Raaz)
