404 صحيح حديث ابْنِ عُمَرَ، أَنَّهُ أَذَّنَ بِالصَّلاَةِ فِي لَيْلَةٍ ذَاتِ بَرْدٍ وَرِيحِ، ثُمَّ قَالَ: أَلاَ صَلُّوا فِي الرِّحَالِ ثُمَّ قَالَ: إِنَّ رَسُولَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ كَانَ يَأْمُرُ الْمُؤَذِّنَ، إِذَا كَانَتْ لَيْلَةٌ ذاتُ بَرْدٍ وَمَطَرٍ، يَقُولُ: أَلاَ صَلُّوا فِي الرِّحَالِ
Hazrat Nafi’ (may Allah have mercy on him) narrated that Sayyiduna Ibn Umar (may Allah be pleased with them both) gave the call to prayer on a cold and rainy night, then called out: “People, pray in your places.” Then he said that the Prophet Muhammad (peace and blessings of Allah be upon him) would order the mu’adhdhin on cold and rainy nights to announce: “People, pray in your places.”

Brief Explanation
The "bard" (برد) mentioned in the hadith refers to severe cold. Due to the equal presence of hardship, intense heat is also included under the same ruling as cold. Furthermore, whether the rain occurs during the day or at night, the ruling remains the same. However, the condition of the wind being strong and blowing at night has been stipulated, because hardship from wind increases at night compared to the day. Sayyiduna Ibn Umar radi Allahu anhuma, by applying the general principle of hardship, has made an analogy between wind and rain. The concession to pray in homes is general, whether the prayer is performed individually or in congregation, although the likelihood of praying individually is greater, because congregational prayer is associated with the mosque.
