Hazrat Saeed bin Jubair narrated that the scholars of Kufa differed regarding a verse. So I traveled to Ibn Abbas (may Allah be pleased with them) to ask him about it. He said: This verse, "And whoever kills a believer intentionally, his recompense is Hell." (An-Nisa: 39) was revealed, and it is the last verse of this chapter; no other verse has abrogated it.

Brief Explanation
Shedding the blood of any human being without just cause is a grave sin. The Noble Qur’an has declared such murderers to be as if they have killed the whole of humanity. Then, if this unjustly shed blood belongs to a believer and Muslim, the Qur’an has declared such a murderer to be eternally of the people of Hell. (Raaz)
