Hadith 1433

Hazrat Usama bin Zaid (may Allah be pleased with him) narrates that the Holy Prophet (peace and blessings of Allah be upon him) said: Plague is a punishment which was sent upon a group from among the Children of Israel, or he said: it was sent upon a past nation. Therefore, when you hear about a place (that plague has spread there), do not go there, but if this epidemic spreads in a place where you are already present, then do not leave from there. And in another narration it is stated: that is, if you have no other purpose except to flee, then do not leave.

Brief Explanation
It is understood that it is permissible to leave plague-stricken areas for purposes such as trade, jihad, or other objectives (except for fleeing). Umar (radi Allahu anhu) was going to Syria. When he learned that there was a plague there, he returned. People said, “Are you fleeing from the decree of Allah?” Umar (radi Allahu anhu) replied, “We are fleeing from the decree of Allah to the decree of Allah.” (Secret)
