It is narrated from Sayyiduna Abu Hurairah (may Allah be pleased with him) that when Allah Almighty granted victory over Makkah to the Messenger of Allah (peace and blessings be upon him), the Messenger of Allah (peace and blessings be upon him) stood up and praised and glorified Allah Almighty, and then said: Allah Almighty had prevented the elephants from entering Makkah, and Allah has granted His Messenger and the believers authority over Makkah. For me, fighting in this city was permitted for a part of the day, but now it is a sanctuary (haram) until the Day of Resurrection. Its trees are not to be cut, its game is not to be frightened, and it is not permissible to pick up a lost item found here, except for one who will announce it. And if someone is killed here, his heir has the choice of one of two things: either to accept blood money or to have the killer executed.

A Yemeni man named Abu Shah stood up and said: O Messenger of Allah! Have these rulings written down for me. The Messenger of Allah (peace and blessings be upon him) said: Write it for Abu Shah.

Then your (peace and blessings be upon him) uncle, Sayyiduna Abbas (may Allah be pleased with him), requested permission to cut the idhkhir grass within the boundaries of the Haram, because it is commonly used for graves and houses. The Messenger of Allah (peace and blessings be upon him) said: Permission is granted to cut idhkhir.

Walid, the narrator, says: I asked Awza'i, what is meant by the statement of the Messenger of Allah (peace and blessings be upon him), "Write it for Abu Shah"? What did the Companions write for him? He said: The purpose was that the sermon which this man had heard should be written for him. Abu Abdur Rahman said: There is no hadith more authentic than this regarding the permissibility of writing hadith, because the Noble Prophet (peace and blessings be upon him) ordered that his sermon be written for Abu Shah.

Hadith 12589
It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said: Allah Almighty has declared Makkah Mukarramah as a sanctuary; before me and after me, no one has been permitted to fight within its boundaries. I was granted permission to fight there for only a part of a day. Its grass should not be cut, its trees should not be cut, its game should not be frightened, and except for the one who announces it, no one else should pick up anything found there. Sayyiduna Abbas (may Allah be pleased with him) said: Allow the use of the idhkhir grass, because goldsmiths use it and it is also used in graves. The Prophet (peace and blessings be upon him) said: Permission is granted for idhkhir.

(Second chain) It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said on the day of the conquest of Makkah: This city is sacred; Allah Almighty declared it sacred on the very day He created the heavens and the earth. It will remain a sanctuary until the Day of Resurrection. For everyone before me and after me, until the Day of Resurrection, it is now sacred. Allah Almighty has declared it a sanctuary until the Day of Resurrection. Its thorns are not to be cut, its grass is not to be uprooted, its game is not to be frightened, and nothing fallen here is to be picked up, except by one who intends to announce it. Sayyiduna Abbas (may Allah be pleased with him), who was a resident of Makkah and was aware of the needs of its people, said: O Messenger of Allah! Grant permission for the cutting of the Idhkhir grass, as it is a necessity for graves and houses. The Prophet (peace and blessings be upon him) said: Yes, permission is granted to cut Idhkhir grass. In another narration, Sayyiduna Abbas (may Allah be pleased with him) said: This Idhkhir is needed for people’s houses, and blacksmiths and goldsmiths use it. The Prophet (peace and blessings be upon him) said: Permission is granted to cut Idhkhir. He also said: Now migration from Makkah is no longer possible, but the intention for jihad and migration remains; whenever there is a need, we will set out for migration or jihad, and when you are called upon to go out for jihad, then rise up.

It is narrated from Saeed Maqbari that when Amr bin Saeed was sending his army towards Makkah Mukarramah for battle, Abu Shurayh Adawi said to him: O Amir! I will tell you something that the Messenger of Allah (peace and blessings be upon him) said the day after the conquest of Makkah. My ears heard this, my heart remembered it, and my eyes saw it, where the Prophet (peace and blessings be upon him) spoke. First, the Prophet (peace and blessings be upon him) praised and glorified Allah Almighty, and then said: Whoever believes in Allah and the Last Day, it is not permissible for him to shed blood in this city or to cut its trees. If anyone uses the fighting of the Messenger of Allah (peace and blessings be upon him) as a basis to justify fighting in Makkah, then tell him that Allah Almighty gave His Messenger permission to fight in Makkah, but He did not give you this permission, and even for me, it was allowed only for a part of the day, that is, for a short while. Today, its sanctity is restored just as it was yesterday. Those who are present should convey these words to those who are not present.

I bear witness that I heard the Messenger of Allah (peace and blessings be upon him) say: A man from the Quraysh will violate the sanctity of Makkah, and his sins will be so great that if they are compared to the sins of all mankind and jinn, his sins will outweigh them. Sayyiduna Ibn Zubair (may Allah be pleased with him) replied: O Ibn Amr! Be careful that you are not that man; you have read the scriptures and you have also had the honor of the company of the Messenger of Allah (peace and blessings be upon him). He said: I make you a witness that I am going to Syria for the purpose of jihad.
