It is narrated from Muhammad bin Ali, he says: Some people came to Sayyiduna Ali (may Allah be pleased with him) and complained about the governors of Sayyiduna Uthman (may Allah be pleased with him). My father, Sayyiduna Ali (may Allah be pleased with him), said to me: Take this letter and go to Sayyiduna Uthman (may Allah be pleased with him) and tell him that people are complaining about your governors; this is the command of the Messenger of Allah (peace and blessings be upon him) regarding alms, instruct them to collect alms according to it. So I went to Sayyiduna Uthman (may Allah be pleased with him) and mentioned this matter to him. If Sayyiduna Ali (may Allah be pleased with him) had wanted to express anything bad about Sayyiduna Uthman (may Allah be pleased with him), he would have done so that very day.
