البابُ الثَّالِثُ فِيمَا يَجِبُ عَلَى الْإِمَامِ وَالْأَمِيرِ ، وَكُلٌ مَنْ وَلِيَ شَيْئًا مِنْ أُمُورِ النَّاسِ مِنَ الْعَدْلِ فِي رَعِيَّة وَعَدَمِ الظُّلْمِ وَالْجَوْرِ، وَأَنَّهُ مَسْئُولٌ عَنْ ذلك

Hadith 12040
عَنْ أَبِي سَعِيدٍ الْخُدْرِيِّ رَضِيَ اللَّهُ عَنْهُ قَالَ قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ ”إِنَّ أَحَبَّ النَّاسِ إِلَى اللَّهِ عَزَّ وَجَلَّ يَوْمَ الْقِيَامَةِ وَأَقْرَبَهُمْ مِنْهُ مَجْلِسًا إِمَامٌ عَادِلٌ وَإِنَّ أَبْغَضَ النَّاسِ إِلَى اللَّهِ يَوْمَ الْقِيَامَةِ وَأَشَدَّهُ عَذَابًا إِمَامٌ جَائِرٌ“
It is narrated from Sayyiduna Abu Sa'id Khudri (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: The just ruler will be the most beloved to Allah Almighty on the Day of Resurrection and will have the closest position to Allah. And on the Day of Resurrection, the most disliked by Allah and the one deserving the severest punishment will be the ruler who oppressed others in the world.
Hadith 12041
عَنْ مَعْقِلِ بْنِ يَسَارٍ قَالَ سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ يَقُولُ ”لَيْسَ مِنْ وَالِي أُمَّةٍ قَلَّتْ أَوْ كَثُرَتْ لَا يَعْدِلُ فِيهَا إِلَّا كَبَّهُ اللَّهُ تَبَارَكَ وَتَعَالَى عَلَى وَجْهِهِ فِي النَّارِ“
It is narrated from Sayyiduna Ma'qil bin Yasar (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: Whoever is given authority over a group, whether few or many, from my Ummah, and then does not act with justice, Allah Almighty will cast him face down into Hell.
Hadith 12042
وَعَنْ أَبِي هُرَيْرَةَ رَضِيَ اللَّهُ عَنْهُ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ قَالَ ”مَا مِنْ أَمِيرِ عَشَرَةٍ إِلَّا يُؤْتَى بِهِ يَوْمَ الْقِيَامَةِ مَغْلُولًا لَا يَفُكُّهُ إِلَّا الْعَدْلُ أَوْ يُوبِقُهُ الْجَوْرُ“
It is narrated from Sayyiduna Abu Hurairah, may Allah be pleased with him, that the Noble Prophet, peace and blessings be upon him, said: Whoever is appointed as a leader and ruler over a small group of ten people, he will be brought forth on the Day of Resurrection bound; his justice and fairness will grant him deliverance, and his oppression and tyranny will destroy him.
Hadith 12043
عَنْ أَبِي قَحْذَمٍ قَالَ وُجِدَ فِي زَمَنِ زِيَادٍ أَوْ ابْنِ زِيَادٍ صُرَّةٌ فِيهَا حَبٌّ أَمْثَالُ النَّوَى عَلَيْهِ مَكْتُوبٌ هَذَا نَبَتَ فِي زَمَانٍ كَانَ يُعْمَلُ فِيهِ بِالْعَدْلِ
Abu Qahzam says: In the era of Ziyad or Ibn Ziyad, grains as large as date stones were found in a pouch. It was written on them that such grain used to grow at a time when justice prevailed.
Hadith 12044
عَنْ أَبِي أُمَامَةَ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ أَنَّهُ قَالَ ”مَا مِنْ رَجُلٍ يَلِي أَمْرَ عَشَرَةٍ فَمَا فَوْقَ ذَلِكَ إِلَّا أَتَى اللَّهَ عَزَّ وَجَلَّ مَغْلُولًا يَوْمَ الْقِيَامَةِ يَدُهُ إِلَى عُنُقِهِ فَكَّهُ بِرُّهُ أَوْ أَوْبَقَهُ إِثْمُهُ أَوَّلُهَا مَلَامَةٌ وَأَوْسَطُهَا نَدَامَةٌ وَآخِرُهَا خِزْيٌ يَوْمَ الْقِيَامَةِ“
It is narrated from Sayyiduna Abu Umamah (may Allah be pleased with him) that the Noble Prophet (peace and blessings be upon him) said: Whoever becomes a ruler over ten or more people, on the Day of Resurrection he will be brought before Allah Almighty in such a state that his hand will be tied to his neck; his good deeds will free him or his sins will destroy him. At the beginning of this authority is blame, in the middle is regret, and its end on the Day of Resurrection is disgrace.
Hadith 12045
وَعَنْ أَبِي سَعِيدٍ الْخُدْرِيِّ رَضِيَ اللَّهُ عَنْهُ قَالَ قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ ”يَكُونُ فِي آخِرِ الزَّمَانِ خَلِيفَةٌ يُعْطِي الْمَالَ وَلَا يَعُدُّهُ عَدًّا“ وَفِي رِوَايَةٍ ”يَقْسِمُ الْمَالَ وَلَا يَعُدُّهُ“
It is narrated from Sayyiduna Abu Sa'id Khudri (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: In the last era, there will be a caliph who will give wealth to people without counting it. In another narration, the words are: He will distribute wealth among the people, but he will not count it.
Hadith 12046
عَنْ أَبِي هُرَيْرَةَ رَضِيَ اللَّهُ عَنْهُ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ ”إِنَّمَا الْإِمَامُ جُنَّةٌ يُقَاتَلُ مِنْ وَرَائِهِ وَيُتَّقَى بِهِ فَإِنْ أَمَرَ بِتَقْوَى وَعَدَلَ فَإِنَّ لَهُ بِذَلِكَ أَجْرًا وَإِنْ أَمَرَ بِغَيْرِ ذَلِكَ فَإِنَّ عَلَيْهِ فِيهِ وِزْرًا“
It is narrated from Sayyiduna Abu Hurairah, may Allah be pleased with him, that the Prophet, peace and blessings be upon him, said: The Imam and ruler is a shield, behind whom fighting is done against the enemy and by means of whom one is protected from the enemy’s attacks. If he commands piety and acts with justice, he will be rewarded for these deeds, and if he commands anything else, he will bear its sin.
Hadith 12047
عَنْ أَبِي سَعِيدٍ الْخُدْرِيِّ رَضِيَ اللَّهُ عَنْهُ قَالَ قُلْتُ وَاللَّهِ مَا يَأْتِي عَلَيْنَا أَمِيرٌ إِلَّا وَهُوَ شَرٌّ مِنَ الْمَاضِي وَلَا عَامٌ إِلَّا وَهُوَ شَرٌّ مِنَ الْمَاضِي قَالَ لَوْلَا شَيْءٌ سَمِعْتُهُ مِنْ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ لَقُلْتُ مِثْلَ مَا يَقُولُ وَلَكِنْ سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ يَقُولُ ”إِنَّ مِنْ أُمَرَائِكُمْ أَمِيرًا يَحْثِي الْمَالَ حَثْيًا وَلَا يَعُدُّهُ عَدًّا يَأْتِيهِ الرَّجُلُ فَيَسْأَلُهُ فَيَقُولُ خُذْ فَيَبْسُطُ الرَّجُلُ ثَوْبَهُ فَيَحْثِي فِيهِ“ وَبَسَطَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ مِلْحَفَةً غَلِيظَةً كَانَتْ عَلَيْهِ يَحْكِي صَنِيعَ الرَّجُلِ ثُمَّ جَمَعَ إِلَيْهِ أَكْنَافَهَا قَالَ ”فَيَأْخُذُهُ ثُمَّ يَنْطَلِقُ“
Abu al-Wadaak says: I said: Every ruler who comes over us is worse than the previous one, and every coming year is worse than the last. Upon hearing this, Sayyiduna Abu Sa'id Khudri (may Allah be pleased with him) said: If I had not heard a hadith from the Messenger of Allah (peace and blessings be upon him), I would have said the same. I heard the Messenger of Allah (peace and blessings be upon him) say: A ruler will come over you who will distribute wealth abundantly, without even counting it. Whoever comes to him and asks, he will say: Take it away. So that person will spread out his cloth and fill it up and take it away. At that time, the Messenger of Allah (peace and blessings be upon him) had a thick sheet over him; he spread it out and demonstrated how that person would fill it, then the Messenger of Allah (peace and blessings be upon him) held the edges of the sheet and showed it. And he said: He will take away the sheet filled with wealth like this.
