(Second chain) The Noble Prophet, narrating from Allah Almighty, says: Indeed, Allah Almighty has written down good deeds and bad deeds. So, if a person intends to do a good deed but does not actually do it, Allah Almighty records it with Himself as a complete good deed. And if he also acts upon it, then Allah Almighty writes it as ten to seven hundred times, or even more, or as much as Allah Almighty wills, increasing it. But if someone intends to do a bad deed but does not act upon it, Allah Almighty writes it as a complete good deed. And if he actually does it, then He writes it as only one bad deed.

Brief Explanation
Benefits: … The thought of evil and its practical commission have, in total, four levels:

1. Merely having a thought about something, and then that thought disappearing—this is simply a natural and instinctive thought of a human being.
2. Intentionally resolving to do evil, but then refraining from it, considering it to be disobedience.
3. Resolving to do evil and engaging in efforts to commit it.
4. Intending evil and actually committing it in practice.

The first level is not subject to accountability; the result of the second level is a good deed; and the third and fourth levels are culpable offenses. All the ahadith on this subject should be understood in light of these levels.
