It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both): The command of Allah Almighty is: { لَاتُحَرِّکْبِہِلِسَانَکَلِتَعْجَلَبِہِ} … (O Prophet) Do not move your tongue to hasten to memorize the Qur’an. When the Qur’an was being revealed, the Noble Prophet (peace and blessings be upon him) would exert himself greatly; among these efforts was that he would move his lips. Sayyiduna Ibn Abbas (may Allah be pleased with them both) said: I move my lips in the same way as the Prophet (peace and blessings be upon him) used to move them. Sa‘id said: I also move my lips as Sayyiduna Ibn Abbas (may Allah be pleased with them both) used to move them. Then Allah Almighty revealed this verse: {لَاتُحَرِّکْبِہِلِسَانَکَلِتَعْجَلَبِہِإِنَّعَلَیْنَاجَمْعَہُوَقُرْآنَہُ} … (O Prophet) Do not move your tongue to hasten to memorize the Qur’an; its collection and your recitation of it is Our responsibility. That is, gathering the Qur’an in your blessed chest and your reciting it, {فَإِذَاقَرَأْنَاہُفَاتَّبِعْقُرْآنَہُ} … When We have recited it, then follow its recitation. So listen and remain silent, { ثُمَّإِنَّعَلَیْنَابَیَانَہُ} … Then its clarification is Our responsibility. Then, when Jibril (peace be upon him) would depart, the Messenger of Allah (peace and blessings be upon him) would recite that revelation just as Jibril had recited it.
(Second chain) It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both), he says: When the Noble Qur’an was being revealed to the Prophet Muhammad (peace and blessings be upon him), he would memorize it (and with this intention, he would move his tongue quickly along with it), so Allah Almighty said: {لَاتُحَرِّکْبِہِلِسَانَکَلِتَعْجَلَبِہِإِنَّعَلَیْنَاجَمْعَہُوَقُرْآنَہُ۔فَإِذَاقَرَأْنَاہُفَاتَّبِعْقُرْآنَہُ۔} … (O Prophet) Do not move your tongue quickly to memorize the Qur’an; its collection and its recitation upon your tongue is Our responsibility. When We have recited it, then follow its recitation.

Brief Explanation
Benefits: … When Jibril (alayhis salam) would bring revelation, the Noble Prophet (sallallahu alayhi wa sallam) would also recite along with him hastily, fearing that he might forget any word. Upon this, Allah Ta’ala revealed this command: {لَاتُحَرِّکْبِہِلِسَانَکَلِتَعْجَلَبِہِإِنَّعَلَیْنَاجَمْعَہُوَقُرْآنَہُ۔فَإِذَاقَرَأْنَاہُفَاتَّبِعْقُرْآنَہُ۔ثُمَّإِنَّعَلَیْنَابَیَانَہُ} … (O Prophet) Do not move your tongue quickly to hasten to memorize the Qur’an. Its collection and your recitation of it are Our responsibility. When We have recited it, then follow its recitation. Then its clarification is also Our responsibility.
In the following verse, the same subject is mentioned: {فَتَعٰلَیاللّٰہُالْمَلِکُالْحَقُّوَلَاتَعْجَلْبِالْقُرْاٰنِمِنْقَبْلِاَنْیُّقْضٰٓیاِلَیْکَوَحْیُہْوَقُلْرَّبِّزِدْنِیْعِلْمًا۔} … So exalted is Allah, the True Sovereign, and do not hasten with the Qur’an before its revelation is completed to you, and say: O my Lord! Increase me in knowledge. (Surah Ta-Ha: 114)
