Yala bin Umayyah (may Allah be pleased with him) says: I asked Sayyiduna Umar bin Khattab (may Allah be pleased with him) that Allah Almighty has said that if you fear the trial from the disbelievers, then there is no sin upon you in shortening the prayer, whereas now people are in peace? Sayyiduna Umar (may Allah be pleased with him) replied to me, saying: That which amazed you, I was also amazed at it, but when I asked the Messenger of Allah (peace and blessings be upon him), he (peace and blessings be upon him) said: This is a charity (and concession) which Allah has given to you, so accept His concession.

Brief Explanation
Benefits: … It is understood that in the verse, the condition of fear for shortening the prayer (qasr) has been mentioned incidentally; its meaning is not that if there is no fear, then the full prayer must be performed. The real restriction and condition for shortening the prayer (qasr) is travel (safar). For detailed rulings related to this subject, refer to the chapter of Hadith number (2345).
