Sayyiduna Ka'b bin Malik (may Allah be pleased with him) narrates that (in the beginning) when people used to fast in Ramadan, and if a person slept after the evening, that is, after sunset, then eating, drinking, and relations with wives would become forbidden for him, until he would break his fast the next day. One night, Sayyiduna Umar (may Allah be pleased with him) stayed awake with the Noble Prophet (peace and blessings be upon him) and returned home late. When he arrived, he saw that his wife had fallen asleep. When he wished to have relations with her, she said: "I have fallen asleep (therefore, now relations are not permissible)," but Sayyiduna Umar (may Allah be pleased with him) said: "You have not slept," and then he fulfilled his marital right. Similarly, Sayyiduna Ka'b bin Malik (may Allah be pleased with him) did the same. When Sayyiduna Umar (may Allah be pleased with him) went to the Noble Prophet (peace and blessings be upon him) and informed him of his action, Allah Almighty revealed this verse: {عَلِمَاللّٰہُأَنَّکُمْکُنْتُمْتَخْتَانُونَأَنْفُسَکُمْفَتَابَعَلَیْکُمْوَعَفَاعَنْکُمْ}

They are a garment for you and you are a garment for them. Allah knew that you were betraying yourselves, so He turned to you in mercy and forgave you. So now, be intimate with them and seek what Allah has decreed for you, and eat and drink until the white thread of dawn becomes distinct to you from the black thread. Then complete the fast until the night, and do not be intimate with them while you are secluded in the mosques. These are the limits set by Allah, so do not approach them. Thus does Allah make His verses clear to the people so that they may become righteous." Surah al-Baqarah: (187)
It is narrated from Sayyiduna Bara’ radi Allahu anhu, he says: "When the command of fasting in Ramadan was revealed, people would not go near their wives for the entire month of Ramadan, but some men would betray themselves, so Allah revealed: {عَلِمَاللّٰہُأَنَّکُمْکُنْتُمْتَخْتَانُونَأَنْفُسَکُمْفَتَابَعَلَیْکُمْوَعَفَاعَنْکُمْ} … When the command of fasting in Ramadan was revealed, people would not go near their wives for the entire month of Ramadan, but some would betray themselves, so Allah the Exalted revealed this verse: Allah the Exalted knew that you were betraying yourselves, so He turned to you and forgave you." (Sahih Bukhari: 4148)
Indeed, it was a difficult practice that after breaking the fast, from the time of the night prayer (Isha) or even before, if one fell asleep, until the next day at sunset, the restrictions of fasting had to be observed. Nevertheless, a large number of the noble Companions acted upon this. When a few of the noble Companions radi Allahu anhum showed some laxity regarding these restrictions, Allah the Exalted granted concession for eating, drinking, etc., throughout the night and allowed the pre-dawn meal (suhoor).
