Narrated by Sayyiduna Anas bin Malik (may Allah be pleased with him) that the Noble Prophet (peace and blessings be upon him) forbade looting and said: Whoever commits looting is not one of us.

However, the question arises regarding the sweets and cash that are scattered in the air during joyous celebrations and gatherings, upon which, in particular, poor children and people pounce—what is the ruling concerning this matter?
The specific hadiths related to this subject are weak; however, Imam Malik and Imam Shafi'i, along with some other scholars, have considered it disliked (makruh), while Imam Abu Hanifah holds the view of its permissibility on the occasion of marriage.
It appears that the demands of Islamic culture and civilization are that no food item should be scattered in this manner, as it constitutes disrespect for sustenance (rizq) and is a humiliation for the children and people who pick it up. It is better that, on occasions of happiness, something be distributed, and if cash is to be given, it should be distributed among poor children and deserving individuals.
