It is narrated from Sayyida Fatima bint Qais (may Allah be pleased with her), she says: The Noble Prophet (peace and blessings be upon him) said to me: When you complete your waiting period (‘iddah), inform me. So I informed the Prophet (peace and blessings be upon him) and told him that Sayyiduna Muawiyah bin Abi Sufyan, Sayyiduna Abu Jahm, and Sayyiduna Usama bin Zaid (may Allah be pleased with them) had sent me proposals of marriage. The Noble Prophet (peace and blessings be upon him) said: Muawiyah is a poor man, he has no wealth, and Abu Jahm is a man who beats women a lot, but Usama, he is suitable. I gestured with my hand that not Usama, I do not want him. The Prophet (peace and blessings be upon him) said: Obedience to Allah and His Messenger is better for you. So I married Usama, and I was envied.

Brief Explanation
Benefits: … The words of the Prophet sallallahu alayhi wa sallam, “When you complete your waiting period (‘iddah), inform me,” were in fact an indication towards a proposal of marriage. Later it became known that the Prophet sallallahu alayhi wa sallam wished that Fatimah bint Qays would marry Usamah.
The command of Allah, the Exalted, is: {وَلَاجُنَاحَعَلَیْکُمْفِیْمَاعَرَّضْتُمْبِہٖمِنْخِطْبَۃِالنِّسَائِاَوْاَکْنَنْتُمْفِیْاَنْفُسِکُمْ} … “There is no blame upon you for making a proposal of marriage to such women by indirect reference or for concealing it within yourselves.” (Surah al-Baqarah: 235)
This is being said regarding a widow or a woman who has been divorced with three pronouncements (thrice-divorced woman), that during their waiting period (‘iddah), a proposal can be made to them by way of allusion or indirect reference. However, it is prohibited to take a secret promise from them or to contract a firm marriage during the ‘iddah.
From this, it is also understood that a woman who has been given a revocable divorce (raj‘i talaq) cannot be given a marriage proposal during her ‘iddah, nor can she be spoken to even by way of allusion. However, if her husband does not take her back and the ‘iddah passes, then efforts can be made to marry her. (Abdullah Rafiq)
