It is narrated from Abu Firas that Sayyiduna Umar bin Khattab (may Allah be pleased with him) delivered a sermon in which he mentioned a lengthy hadith and said: Beware! I do not send government officials to you so that they may strike your bodies or seize your wealth; rather, I send them to you so that they may teach you religion and the Sunnah. Whoever does anything else along with this, let him inform me. By the One in Whose hand is my soul! I will surely, surely exact retribution from him. Sayyiduna Amr bin Aas (may Allah be pleased with him) stood up and said: O Commander of the Faithful, tell us, if a man is appointed over the people and punishes them to teach them discipline, will you also exact retribution from him? He said: Yes, absolutely. By the One in Whose hand is Umar’s soul! I will surely exact retribution from him. I saw the Messenger of Allah (peace and blessings be upon him) exact retribution from his own self.

Benefits: … Abdullah bin Utbah says that Sayyiduna Umar radi Allahu anhu said: “Indeed, there were people who used to be held accountable by revelation in the time of the Messenger of Allah sallallahu alayhi wa sallam, and indeed, revelation has now ceased. Now, we will hold you accountable based on what becomes apparent to us from your deeds. So whoever displays goodness to us, we will consider him trustworthy and bring him close, and we have nothing to do with his inner state—Allah will call him to account for his inner state. And whoever displays evil to us, we will not consider him trustworthy nor believe him, even if he claims that his inner state is good.” … Indeed, in the Prophetic era, people were held accountable through revelation; now, however, revelation has ceased. Therefore, we will now hold you accountable in light of your outward actions. Whoever displays goodness and virtue to us, we will consider him trustworthy and bring him close, while we will have no connection with his inner state—Allah, the Exalted, will call him to account for his inner state. And whoever displays evil deeds to us, we will neither consider him trustworthy nor believe him, even if his inner state is pure. (Sahih Bukhari: 2641)
