Hadith 6549

Narrated by Sayyiduna Ali (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: The blood of the believers is equal among themselves, they are united in cooperation against their enemies, even the lowest-ranking Muslim has the right to the covenant of all Muslims. Beware! A believer will not be killed in retaliation for a disbeliever, and no dhimmi will be killed during his covenant.

Brief Explanation
Benefits: … Islam, when organizing its rulings, has abolished the distinction between the lowly and the exalted, which is the greatest weapon for dominating the world, but the people of Islam do not possess the ability to understand this law.

“Even the most ordinary Muslim has the right to all the covenants and pledges of the Muslims”—this means that if any Muslim man or woman grants protection (aman) to a harbi (enemy) disbeliever, then all Muslims must accept that protection, and no one is permitted to break it.

A dhimmi is a person who belongs to dar al-harb (the abode of war), but has come to the land of the Muslims under protection (aman); it is forbidden to kill such a person, and his protection will remain in place according to the agreement.
