It is narrated from Sayyiduna Ali (may Allah be pleased with him), he says: You people recite this verse that (the inheritance will be distributed) after the bequest made by the deceased or the debt, whereas the Messenger of Allah (peace and blessings be upon him) ordered that the debt be paid before executing the bequest, and he also decided that (when full siblings and maternal siblings are together) the full siblings will be the heirs, not the maternal siblings. A man will inherit from his full brother, not from his maternal brother.

Brief Explanation
Benefits: … Consanguine (full) and uterine (half) brothers are ‘asaba (agnatic heirs), and there are two rules for becoming an heir as ‘asaba: one is the degree of kinship, and the other is the strength of kinship. First, the degree of kinship will be considered; every closer relative will exclude the more distant one. If two or more parties have the same degree of kinship, then the strength of kinship will be considered to make a decision. If all individuals are equal in strength, then all will be made heirs. Otherwise, every stronger kin will exclude the weaker kin. Consanguine (full) brothers are stronger in kinship, and uterine (half) brothers are weaker in kinship.
