Hadith 6185

عَنِ الصَّعْبِ بْنِ جَثَّامَةَ اللَّيْثِيِّ رَضِيَ اللَّهُ عَنْهُ أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ حَمَى النَّقِيعَ وَقَالَ لَا حِمَى إِلَّا لِلَّهِ وَلِرَسُولِهِ
It is narrated from Sayyiduna Sa'b bin Jathamah Laithi, may Allah be pleased with him, that the Messenger of Allah, peace and blessings be upon him, designated the place of Naqi' as a special pasture and said: The right to designate a pasture in this manner belongs only to Allah Almighty and His Messenger.

Brief Explanation
Benefits: … Two interpretations of this hadith are presented: (1) The areas that the Prophet sallallahu alayhi wa sallam designated as specific for someone should be considered as such, and after him, no one else has this right; (2) The rightly guided Caliph, who is the successor of the Messenger of Allah sallallahu alayhi wa sallam, also possesses this right.

The second opinion is more correct: that the Caliph of the Messenger, in view of any general or specific benefit, can allocate any area to someone. Sayyiduna Umar radi Allahu anhu used to do this.
