Sayyiduna Shuraid (may Allah be pleased with him) narrates that the Messenger of Allah (peace and blessings be upon him) said: The delaying of a rich man is oppression; this act makes his honor and punishment lawful. Imam Waki’ said: By dishonor is meant to complain about him, and by punishment is meant to imprison him.

The caliph and ruler have the right to imprison a person on the basis of suspicion or a crime, as is narrated from Sayyiduna Mu'awiyah bin Haydah radi Allahu anhu. He says: "Indeed, the Prophet sallallahu alayhi wa sallam imprisoned a man on suspicion." … The Noble Prophet sallallahu alayhi wa sallam imprisoned a man due to suspicion.
