It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the Noble Prophet (peace and blessings be upon him and his family) granted permission to a menstruating woman to return (to her homeland) without performing the Farewell Tawaf, provided that she had already performed the Tawaf al-Ifadah.

Benefits: … It is narrated from Sayyidah Aisha radi Allahu anha that Sayyidah Safiyyah radi Allahu anha became menstruating after performing the Tawaf al-Ifadah. When the Messenger of Allah sallallahu alayhi wa sallam was informed that Sayyidah Safiyyah radi Allahu anha had begun menstruating, he sallallahu alayhi wa sallam said: “Will she be the one to detain us?” Sayyidah Aisha radi Allahu anha said: “O Messenger of Allah! She had performed the Tawaf al-Ifadah before her menstruation.” He sallallahu alayhi wa sallam said: “Then let us depart.” (Sahih Bukhari, Sahih Muslim, see Hadith no. 4590)
These ahadith indicate the legislation (mashru‘iyyah) of the Farewell Tawaf (Tawaf al-Wada‘). The only exception is for a woman who, at the time of departure, is menstruating, but has already performed the Tawaf al-Ifadah before that. Imam Shawkani said: The Prophet sallallahu alayhi wa sallam commanded this tawaf and also forbade leaving it, and he sallallahu alayhi wa sallam himself performed this tawaf. There is no doubt that these matters indicate obligation (wujub). (Nayl al-Awtar: 5/151)
