Hadith 4564

It is narrated from Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) that Sayyiduna Abbas (may Allah be pleased with him) sought permission from the Messenger of Allah (peace and blessings be upon him) to spend the nights of Mina in Makkah because he used to give Zamzam water to the pilgrims. The Prophet (peace and blessings be upon him) granted him this permission.

Brief Explanation
Benefits: … ‘Abd Manaf used to fulfill the responsibility of providing water to the pilgrims. After him, successively, Banu Hashim, ‘Abd al-Muttalib, and Sayyiduna ‘Abbas radi Allahu anhu carried out this duty. When Islam prevailed over Makkah al-Mukarramah, at that time Sayyiduna ‘Abbas radi Allahu anhu was the one in charge of providing water, and the Prophet sallallahu alayhi wa sallam allowed him to retain this position. Keep in mind that this was not merely an honor, but until some time ago, when there were no modern machines in this land, it was even more necessary that a single person be appointed as the organizer for providing water to the noble pilgrims. For this reason, the Prophet sallallahu alayhi wa sallam, on account of this excuse, permitted spending the nights of Mina in Makkah al-Mukarramah. The current situation regarding water provision is that numerous taps have been installed, and automatic machines are operating, which very rarely malfunction. In such a case, only the necessary responsible person and employee will be exempted. The same ruling will apply to the employees of the Haram of Makkah or other workers: if spending the nights in Mina affects their duty or they are not granted leave, then they should continue their work and perform the stoning (rami) like the shepherds. Similarly, the same ruling will apply to other excused individuals, for example, a patient whose stay in the hospital is necessary. However, all these concessions are for those who have already performed the rites preceding the days of Mina. The command of Allah, the Exalted, is: {وَاذْکُرُوْا اللّٰہَ فِیْ اَیَّامٍ مَّعْدُوْدَاتٍ فَمَنْ تَعَجَّلَ فِیْیَوْمَیْنِ فَلَا اِثْمَ عَلَیْہِ وَمَنْ تَاَخَّرَ فَلَا اِثْمَ عَلَیْہِ لِمَنِ اتَّقٰی} … And remember Allah during the appointed number of days; then whoever hastens (his departure) in two days, there is no sin upon him, and whoever delays, there is no sin upon him—this is for the God-fearing. (Surah al-Baqarah: 203) Stoning the Jamarat for three days is preferable, i.e., on the 11th, 12th, and 13th days of Dhu al-Hijjah, but if someone performs the stoning on two days (11th and 12th of Dhu al-Hijjah) and returns from Mina, that is also permitted.
