Abdul Aziz bin Rafi’ says: I asked Sayyiduna Anas bin Malik (may Allah be pleased with him): If you remember, please tell me where did the Messenger of Allah (peace and blessings be upon him) perform the Zuhr prayer on the 8th of Dhul-Hijjah? He said: In Mina. I then asked: Where did he perform the Asr prayer on his return after Hajj? He said: In the valley of Abtah. After that, Sayyiduna Anas (may Allah be pleased with him) said to me: You should do as your rulers do.

Brief Explanation
Benefits: … The valley of Abtah is situated between Makkah and Mina; it is also called Batha’, Muhassab, and Mu’arras. When Sayyiduna Anas radi Allahu anhu clarified two issues for Abdul Aziz, he began to fear that perhaps this man would become eager to act upon these Sunnahs, but it was possible that his rulers did not adhere to these matters. Therefore, he clarified that in such issues, one should accept the command of the rulers, so that discord (fitnah) does not arise.
