Hadith 4390

عَنْ عُرْوَةَ قَالَ: قُلْتُ لِعَائِشَةَ رَضِيَ اللَّهُ عَنْهَا: أَرَأَيْتِ قَوْلَ اللَّهِ عَزَّ وَجَلَّ: {إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللَّهِ فَمَنْ حَجَّ الْبَيْتَ أَوِ اعْتَمَرَ فَلَا جُنَاحَ عَلَيْهِ أَنْ يَطَّوَّفَ بِهِمَا} فَوَاللَّهِ مَا عَلَى أَحَدٍ جُنَاحٌ أَنْ لَا يَطَّوَّفَ بِهِمَا، قَالَتْ: بِئْسَ مَا قُلْتَ يَا ابْنَ أُخْتِي إِنَّهَا لَوْ كَانَتْ كَمَا أَوَّلْتَهَا عَلَيْهِ كَانَتْ فَلَا جُنَاحَ عَلَيْهِ أَنْ لَا يَطَّوَّفَ بِهِمَا، إِنَّمَا نَزَلَتْ إِنَّ هَذَا الْحَيُّ مِنَ الْأَنْصَارِ كَانُوا قَبْلَ أَنْ يُسْلِمُوا يُهِلُّونَ لِمَنَاةَ الطَّاغِيَةِ الَّتِي كَانُوا يَعْبُدُونَ عِنْدَ الْمُشَلَّلِ، وَكَانَ مَنْ أَهَلَّ لَهَا يَتَحَرَّجُ أَنْ يَطُوفَ بِالصَّفَا وَالْمَرْوَةِ، فَسَأَلُوا رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ عَنْ ذَلِكَ، فَأَنْزَلَ اللَّهُ عَزَّ وَجَلَّ {إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللَّهِ فَمَنْ حَجَّ الْبَيْتَ أَوِ اعْتَمَرَ فَلَا جُنَاحَ عَلَيْهِ أَنْ يَطَّوَّفَ بِهِمَا} قَالَتْ: ثُمَّ قَدْ سَنَّ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ الطَّوَافَ بِهِمَا فَلَيْسَ يَنْبَغِي لِأَحَدٍ أَنْ يَدَعَ الطَّوَافَ بِهِمَا
Hazrat Urwah says: I said to Sayyidah Aisha (may Allah be pleased with her), “Have you not reflected on this verse: {إِنَّ الصَّفَا وَالْمَـرْوَۃَ مِنْ شَعَائِرِ اللّٰہِ فَمَنْ حَجَّ الْبَیْتَ أَوِ اعْتَمَرَ فَلَا جُنَاَحَ عَلَیْہِ أَنْ یَطَّوَّفَ بِہِمَا۔} (Indeed, Safa and Marwah are among the symbols of Allah. So whoever performs Hajj or Umrah to the House, there is no sin upon him to walk between them.) By Allah! This verse proves that if a person does not perform Sa’i between Safa and Marwah, there is no sin upon him.” She replied, “Nephew! You have said a very wrong thing. If the matter were as you say, then the wording of this verse would have been: FALA JUNAH ‘ALAYHI AN LA YATTOWWAFA BIHIMA (There is no sin upon him if he does not walk between them). The reality is that this verse was revealed because the tribe of the Ansar, before Islam, used to assume Ihram for the idol Manat, and they used to worship it near Mushallal. Those who assumed Ihram for Manat considered performing Sa’i between Safa and Marwah to be a sin. When these people asked the Messenger of Allah (peace and blessings be upon him) about this, Allah the Exalted revealed this verse: {إِنَّ الصَّفَا وَالْمَرْوَۃَ مِنْ شَعَائِرِ اللّٰہِ فَمَنْ حَجَّ الْبَیْتَ أَوِ اعْتَمَرَ فَلَا جُنَاَحَ عَلَیْہِ أَنْ یَطَّوَّفَ بِہِمَا۔} (Indeed, Safa and Marwah are among the symbols of Allah. So whoever performs Hajj or Umrah to the House, there is no sin upon him to walk between them.) (Surah Al-Baqarah: 158) Now, the Messenger of Allah (peace and blessings be upon him) has made Sa’i between these two obligatory, therefore it is not permissible for anyone to abandon this Sa’i.”

Brief Explanation
Benefits: … According to the narration of Sahih Muslim, Sayyidah Aisha radi Allahu anha said regarding the Sa’i between Safa and Marwah: ((مَا اَتَمَّ اللّٰہُ حَجَّ امْرِیئٍ وَلَا عُمْرَتَہٗ لَمْ یَطُفْ بَیْنَ الصَّفَا وَالْمَرْوَۃِ۔)) … Allah Ta’ala will not complete the Hajj or Umrah of the person who does not perform the Sa’i between Safa and Marwah. ‘Urwah inferred from the words of the verse, “There is no sin upon him to perform Tawaf between them,” that Sa’i is a permissible (mubah) act; if it were obligatory (wajib), then the wording of the verse would not have been like this. However, Sayyidah Aisha radi Allahu anha, who was endowed with sharp intellect, deep understanding, and subtle knowledge, clarified that in the verse, the negation of sin is for the one who performs Tawaf, and then she explained that from this verse neither the obligation (wujub) of Sa’i is established nor its non-obligation. Then she clarified the reason for revelation (shan-e-nuzul) and the wisdom of this context. Near the sea, close to Qudayd, there is a place called Mushallal.
