عَنْ عَطَاءٍ عَنِ ابْنِ عَبَّاسٍ رَضِيَ اللَّهُ عَنْهُمَا أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ قَطَعَ الْأَوْدِيَةَ وَجَاءَ بِهَدْيٍ فَلَمْ يَكُنْ لَهُ بُدٌّ مِنْ أَنْ يَطُوفَ بِالْبَيْتِ وَيَسْعَى بَيْنَ الصَّفَا وَالْمَرْوَةِ قَبْلَ أَنْ يَقِفَ بِعَرَفَةَ، فَأَمَّا أَنْتُمْ يَا أَهْلَ مَكَّةَ فَأَخِّرُوا طَوَافَكُمْ حَتَّى تَرْجِعُوا
It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the condition of the Messenger of Allah (peace and blessings be upon him) was such that he had crossed the valleys, but since he had a sacrificial animal with him, therefore, he had no other option except to perform Tawaf before the standing at Arafah and to perform Sa’i between Safa and Marwah. O people of Makkah! As for your matter, you should delay the Tawaf until your return from Hajj.
Brief Explanation
Benefits: … Just as the scholars are unanimous that the one performing ‘umrah will only perform the Tawaf al-Qudum (arrival circumambulation), meaning that this very tawaf will suffice for his ‘umrah as well, similarly, they are also unanimous on the fact that the people of Makkah are exempt from Tawaf al-Qudum, because this tawaf is legislated for those coming from outside. The people of Makkah will don the ihram from their own residences on the 8th of Dhu al-Hijjah and proceed to Mina, and after returning, just like the other pilgrims, they will perform Tawaf al-Ifadah.
