Barrah narrates that a man came to Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) and asked him: Is it permissible for me to perform Tawaf of the House of Allah while in the state of Ihram (for Hajj Ifrad)? He replied: What thing can prevent you from doing so? The man said: So-and-so is forbidding us from doing so until the people return from Arafat, and I have seen that the world has involved him in tribulation, but in our view, you are superior to him. Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) said: When the Messenger of Allah (peace and blessings be upon him) performed Hajj, he performed Tawaf of the House of Allah and Sa’i between Safa and Marwah. If what you say is true, that so-and-so forbids you from performing Tawaf while in Ihram, then remember that the way of Allah and His Messenger is superior to the way of so-and-so.

Benefits: … By “such-and-such a man” is meant Sayyiduna Abdullah ibn Abbas radi Allahu anhuma. His opinion was that one who performs Hajj Ifrad (single Hajj) should not perform Tawaf (circumambulation), otherwise he would have to convert his Hajj, just as the Prophet sallallahu alayhi wa sallam had commanded the Companions to do. However, the majority of the scholars do not agree with the opinion of Sayyiduna Ibn Abbas radi Allahu anhuma. According to the narration of Sahih Muslim, when this man said regarding Sayyiduna Ibn Abbas radi Allahu anhuma that “the world has put him to trial,” Sayyiduna Ibn Umar radi Allahu anhuma, displaying humility and modesty, said: “And which of us, or which of you, has not been tried by the world?” … The reason for saying such a thing about Sayyiduna Ibn Abbas radi Allahu anhuma was that he had become the governor of Basrah, whereas Sayyiduna Ibn Umar radi Allahu anhuma had never accepted any kind of governorship.
