Ghanim says: I asked Sayyiduna Sa’d bin Abi Waqqas (may Allah be pleased with him) about Tamattu’, he said: We performed Tamattu’ (with the Messenger of Allah, peace and blessings be upon him) at a time when this (Sayyiduna) Muawiyah (may Allah be pleased with him) had not yet accepted Islam in the houses of Makkah Mukarramah.

Brief Explanation
Benefits: … In this hadith, "tamattu‘" refers to the ‘Umrah of Qada’ in the year 7 AH. At that time, Sayyiduna Mu‘awiyah radi Allahu anhu was residing in Makkah Mukarramah in the state of disbelief; he became Muslim at the time of the conquest of Makkah in 8 AH. Thus, when the Prophet sallallahu alayhi wa sallam performed ‘Umrah at Ji‘ranah and during the Farewell Pilgrimage (Hajjat al-Wada‘), at that time Sayyiduna Mu‘awiyah radi Allahu anhu was a Muslim and was with the Prophet sallallahu alayhi wa sallam, and was not residing in Makkah. By "‘urush" is meant the houses of Makkah Mukarramah; linguistically, this word is the plural of "‘arish," which means a shaded thing, such as a tent, thatched roof, canopy, or shed. Since most of the houses in Makkah Mukarramah appeared to be of this type, the city was referred to as "‘urush." Some have read this word as "bil-‘arsh," by which is meant the Throne (‘Arsh) of Allah Ta‘ala; the intent here too is disbelief.
