Sayyiduna Abdullah bin Zubair (may Allah be pleased with him) says: By Allah! We were with Sayyiduna Uthman bin Affan (may Allah be pleased with him) at the place of Hajfah, and there was also a caravan from the people of Syria with him, among whom was Habib bin Maslamah Fahri. The mention of Hajj Tamattu‘ was made before Sayyiduna Uthman (may Allah be pleased with him), so he said: These two acts should not be performed in the months of Hajj. His opinion was that you should delay this ‘Umrah and visit the House of Allah twice, for that would be better, because Allah Almighty has now granted abundance in wealth and resources. At that time, Sayyiduna Ali (may Allah be pleased with him) was grazing his camel in the valley. When this matter reached him, he said: Do you want to abolish the Sunnah of the Messenger of Allah (peace and blessings of Allah be upon him) and the ease and concession given to the servants by Allah Almighty in the Noble Qur’an, and impose hardship upon them, and prevent them from a proven practice? This concession is for the needy and for those coming from distant places. Thereafter, Sayyiduna Ali (may Allah be pleased with him) recited the Talbiyah for both Hajj and ‘Umrah together. Then Sayyiduna Uthman (may Allah be pleased with him) turned to the people and said: Did I prohibit the combining of the two? I did not prohibit doing so; it was merely an opinion of mine which I expressed. Now, whoever wishes may adopt it, and whoever wishes may leave it.

Brief Explanation
Benefits: … Since, compared to the Prophetic era, during the time of the Rightly Guided Caliphs, due to various reasons, there was a great increase in wealth and prosperity, these noble Caliphs wished that people would not become content by performing Hajj and ‘Umrah in a single journey, but rather that they would undertake a separate journey for Hajj and a separate one for ‘Umrah. In this way, no reproach can be made against these Caliphs, because their intention was not, Allah forbid, to oppose the Sunnah of the Messenger of Allah (sallallahu alayhi wa sallam), but rather that people might attain more good deeds. In any case, the allowance that the Prophet (sallallahu alayhi wa sallam) had granted remains in effect. At the end of this blessed hadith, how beautifully Sayyiduna ‘Uthman (radi Allahu anhu) expressed that he did not prohibit performing ‘Umrah during the months of Hajj, because the Prophet (sallallahu alayhi wa sallam) had already permitted it. In reality, he merely wished to advise people that, at the time of Hajj, perform only Hajj, and later, undertake a new journey for ‘Umrah, so that there would be two separate journeys for the two acts of worship, and thus an increase in reward and merit.
