عَنْ أَبِي مُوسَى الْأَشْعَرِيِّ رَضِيَ اللَّهُ عَنْهُ قَالَ: بَعَثَنِي رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ إِلَى أَرْضِ قَوْمِي، فَلَمَّا حَضَرَ الْحَجُّ حَجَّ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ وَحَجَجْتُ فَقَدِمْتُ عَلَيْهِ وَهُوَ نَازِلٌ بِالْأَبْطَحِ، فَقَالَ لِي: ((بِمَ أَهْلَلْتَ يَا عَبْدَ اللَّهِ بْنَ قَيْسٍ؟)) قَالَ: قُلْتُ: لَبَّيْكَ بِحَجٍّ كَحَجِّ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ، قَالَ: ((أَحْسَنْتَ))، ثُمَّ قَالَ: ((هَلْ سُقْتَ هَدْيًا؟)) فَقُلْتُ: مَا فَعَلْتُ، فَقَالَ لِي: ((اذْهَبْ فَطُفْ بِالْبَيْتِ وَبَيْنَ الصَّفَا وَالْمَرْوَةَ ثُمَّ احْلِلْ))، فَانْطَلَقْتُ فَفَعَلْتُ مَا أَمَرَنِي، وَأَتَيْتُ امْرَأَةً مِنْ قَوْمِي، فَغَسَلَتْ رَأْسِي بِالْخِطْمِيِّ وَفَلَتْهُ ثُمَّ أَهْلَلْتُ بِالْحَجِّ يَوْمَ التَّرْوِيَةِ، فَمَا زِلْتُ أُفْتِي النَّاسَ بِالَّذِي أَمَرَنِي رَسُولُ اللَّهِ حَتَّى تُوُفِّيَ، ثُمَّ زَمَنَ أَبِي بَكْرٍ رَضِيَ اللَّهُ عَنْهُ، ثُمَّ زَمَنَ عُمَرَ رَضِيَ اللَّهُ عَنْهُ، فَبَيْنَا أَنَا قَائِمٌ عِنْدَ الْحَجَرِ الْأَسْوَدِ أَوِ الْمَقَامِ، أُفْتِي النَّاسَ بِالَّذِي أَمَرَنِي بِهِ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ إِذْ أَتَانِي رَجُلٌ فَسَارَّنِي فَقَالَ: لَا تَعْجَلْ بِفُتْيَاكَ، فَإِنَّ أَمِيرَ الْمُؤْمِنِينَ قَدْ أَحْدَثَ فِي الْمَنَاسِكِ شَيْئًا، فَقُلْتُ: أَيُّهَا النَّاسُ! مَنْ كُنَّا أَفْتَيْنَاهُ فِي الْمَنَاسِكِ شَيْئًا، فَلْيَتَّئِدْ، فَإِنَّ أَمِيرَ الْمُؤْمِنِينَ قَادِمٌ فِيهِ فَأْتَمُّوا، قَالَ: فَقَدِمَ عُمَرُ رَضِيَ اللَّهُ عَنْهُ فَقُلْتُ: يَا أَمِيرَ الْمُؤْمِنِينَ! هَلْ أَحْدَثْتَ فِي الْمَنَاسِكِ شَيْئًا؟ قَالَ: نَعَمْ، إِنْ نَأْخُذْ بِكِتَابِ اللَّهِ عَزَّ وَجَلَّ فَإِنَّهُ يَأْمُرُ بِالتَّمَامِ (وَفِي لَفْظٍ فَإِنَّ اللَّهَ تَعَالَى قَالَ: {وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ}) وَإِنْ نَأْخُذْ بِسُنَّةِ نَبِيِّنَا صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ فَإِنَّهُ لَمْ يَحْلِلْ حَتَّى نَحَرَ الْهَدْيَ
Sayyiduna Abu Musa Ash'ari (may Allah be pleased with him) narrates that the Messenger of Allah (peace and blessings be upon him) sent me as a governor to my people (in the region of Yemen). When the season of Hajj arrived and the Messenger of Allah (peace and blessings be upon him) set out for Hajj, I also intended to perform Hajj and came (to Makkah). I met him in the valley of Abtah. The Messenger of Allah (peace and blessings be upon him) asked me: "O Abdullah bin Qais! How did you enter into Ihram? That is, with what words did you make the intention?" I said: "I said that I am present for the Hajj which is the Hajj of the Messenger of Allah (peace and blessings be upon him)." The Messenger of Allah (peace and blessings be upon him) said: "You have done very well." Then he asked: "Did you bring a sacrificial animal with you?" I said: "No." The Messenger of Allah (peace and blessings be upon him) said: "Then go and perform the Tawaf of the House (Ka'bah), and the Sa'i between Safa and Marwah, and then come out of Ihram." So I went and acted according to the command of the Messenger of Allah (peace and blessings be upon him). After that, I went to a woman from my people; she washed my head with khatmi herb and searched for lice. After that, on the eighth of Dhul-Hijjah, I entered into Ihram for Hajj. Whatever the Messenger of Allah (peace and blessings be upon him) had instructed me, I continued to give fatwa to people in the same way until his passing, and then during the era of Siddiq (Abu Bakr) and the era of Farooq (Umar), this continued. Suddenly, one day, I was standing near the Black Stone or the Maqam Ibrahim, narrating this matter, when a man came close to me and quietly said: "Do not be hasty in giving fatwa; the Commander of the Faithful, Sayyiduna Umar (may Allah be pleased with him), has issued a new ruling regarding the rites of Hajj." I loudly announced: "O people! Whoever has received a fatwa from us regarding the rites, let him wait; the Commander of the Faithful is coming, so follow him, and do as he says." When Sayyiduna Umar (may Allah be pleased with him) arrived, I said to him: "O Commander of the Faithful! Have you issued a new ruling regarding the rites of Hajj?" He said: "Yes. The matter is that if we act upon the Book of Allah, it commands us to complete Hajj and Umrah, as Allah Almighty has said: {وَأَتِمُّوْا الْحَجَّ وَالْعُمْرَۃَ لِلّٰہِ} (Complete Hajj and Umrah for Allah) (Surah Al-Baqarah: 196). And if we act upon the Sunnah of the Prophet (peace and blessings be upon him), then the Prophet (peace and blessings be upon him) also came out of Ihram after sacrificing the animal."
