‘Arfajah says: I was present in the gathering of ‘Utbah bin Farqad, and he was speaking about the month of Ramadan. In the meantime, a companion arrived; when ‘Utbah saw him, he became overawed and fell silent, and said: You speak about the month of Ramadan. That companion said: I heard the Messenger of Allah, peace and blessings be upon him, say that in the month of Ramadan the gates of Hell are closed, the gates of Paradise are opened, and the devils are chained, and during this month an angel keeps announcing: O seeker of goodness! Rejoice, and O seeker of evil! Now desist, until Ramadan passes.

Brief Explanation
Benefits: … Ramadan al-Mubarak is a unique month in that it turns many people away from their habitual evils and inclines them towards good deeds. There are two reasons to give glad tidings to the seeker of virtue: firstly, that the quantity of good deeds will increase with ease, and secondly, that the reward for good deeds will be multiplied many times over. In addition to this, the environment of virtue and the natural modesty and shyness present in society also assist in walking the straight path. The meaning of calling out to the one who desires evil is that now you should refrain from evils and turn towards Allah Ta’ala, for this is the time for the acceptance of repentance and the moment to become ready for the means of forgiveness. In such a season, it does not befit you to persist in your evils.
Mulla Ali Qari said: It is possible that the obedience of the obedient in Ramadan, the repentance of the sinners, and the turning of the disobedient towards Allah is due to these two calls. You yourself observe that the majority of Muslims, including boys and girls, begin to fast in Ramadan, even though many among them are neglectful of prayer, and fasting is many times more difficult than prayer. It causes weakness in the body, which generally leads to laziness in worship and an increase in sleep, yet despite this, the mosques are seen to be full at the time of standing in prayer at night (qiyam al-layl). And all praise is due to Allah, and there is no power nor strength except with Allah. (Mirqat al-Mafatih: 6/253)
