Syedna Abu Hurairah, may Allah be pleased with him, narrates that the Messenger of Allah, peace and blessings be upon him, would certainly encourage people to stand (in prayer) during Ramadan, but he would not give a definite command. He, peace and blessings be upon him, used to say: Whoever stands (in prayer) during Ramadan with faith and seeking reward, all his previous sins will be forgiven.
