(Second chain) It is similar to the previous hadith, except that it explicitly states: The Messenger of Allah (peace and blessings be upon him) ordered the giving of Zakat al-Fitr before the people went to the Eid prayer ground. In one narration, it is: before going for the Eid prayer. The hadith of Sayyiduna Abdullah bin Thalabah (may Allah be pleased with him) has already been mentioned, according to which the Messenger of Allah (peace and blessings be upon him) gave a sermon to the people two days before Eid al-Fitr and said: Give one sa’ of wheat as Zakat al-Fitr on behalf of every two persons. Also, in the hadith of Sayyiduna Abdullah bin Umar (may Allah be pleased with him), it has already been stated that the Messenger of Allah (peace and blessings be upon him) made the Zakat al-Fitr of Ramadan obligatory.

Benefits: … From these ahadith, it is clearly understood that the time for giving Sadaqat al-Fitr is before going to the Eid prayer. Sayyiduna Abdullah ibn Abbas radi Allahu anhu says: “The Messenger of Allah sallallahu alayhi wa sallam made Zakat al-Fitr obligatory as a purification for the fasting person from idle and obscene talk, and as food for the poor. Whoever gives it before the prayer, it is accepted zakat, and whoever gives it after the prayer, it is ordinary charity among the charities.” … The Messenger of Allah sallallahu alayhi wa sallam made Sadaqat al-Fitr obligatory to purify the fasting person’s fasts from idle and obscene talk, and to feed the poor. Whoever pays it before the Eid prayer, it will be accepted zakat, and whoever pays it after the prayer, it will be considered ordinary charity. (Abu Dawud: 1609, Ibn Majah: 1827)
If the government appoints officials to collect Sadaqat al-Fitr, then this charity can be submitted to them even before the day of Eid, as Sayyiduna Abu Hurairah radi Allahu anhu says: “The Messenger of Allah sallallahu alayhi wa sallam appointed me to guard the zakat of Ramadan.” … He sallallahu alayhi wa sallam appointed me for the protection of the zakat of Ramadan, i.e., Sadaqat al-Fitr. (Sahih Bukhari) The meaning of this hadith is that people used to deposit this charity beforehand. Similarly, Janab Nafi’ says: “Ibn Umar radi Allahu anhuma used to give it to those who accepted it, and they used to be given it a day or two before Eid al-Fitr.” … Sayyiduna Ibn Umar radi Allahu anhuma used to give the charity to those appointed by the government to accept it, and it used to be given a day or two before the end of Ramadan. Sadaqat al-Fitr should not be delayed until after the Eid prayer. In any case, the scholars are unanimous on the fact that if it is delayed, its obligation is not waived; rather, until it is paid, it remains as a debt. Some people have been observed who, from the beginning of Ramadan, start giving five or ten rupees as Sadaqat al-Fitr to beggars or genuinely needy people; this is extremely inappropriate, and is based on miserliness and stinginess. People should, during Ramadan, give charity abundantly as the Noble Prophet sallallahu alayhi wa sallam did, and on the day of Eid, pay the Fitrana before the Eid prayer. For the amount of Fitrana, preference should be given to the poor and needy of the society.
