Sayyiduna Naeem bin Nahham (may Allah be pleased with him) says: It was a cold day and I was lying in my wife's sheet, when the call to Fajr prayer began. I said: I wish the caller to prayer would also say: There is no blame upon the one who does not come (for prayer). And it happened just like that, and the muezzin of the Noble Prophet (peace and blessings be upon him) said at the end of the call to prayer: There is no blame upon the one who does not come.
