Hadith 233

It is narrated from Sayyiduna Abdullah bin Mas’ud (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: “Envy is permitted only in two cases: one, a man whom Allah has given wealth and enabled him to spend it in the cause of truth; and the other, a man to whom Allah has given wisdom (i.e., beneficial knowledge), and he judges by it and teaches it to the people.”

Brief Explanation
Benefits: … The term "hasad" (envy) is applied to two things: (1) To wish that a certain person be deprived of a particular blessing—this is forbidden (haram). (2) Upon seeing someone’s blessing, to wish that you also receive that blessing—there is no harm in this; this is called "rashk" (commendable envy), and it can be felt regarding any blessing that is not related to sin.

In this hadith, "rashk" has been restricted to only two things; what is meant by this is that praiseworthy and noble (of greatness and virtue) "rashk" is found only in these two matters.
