It is narrated from Qazi Africa Abdur Rahman bin Rafi’ Tanuqi that Sayyiduna Mu’adh bin Jabal (may Allah be pleased with him) came to Syria, where the people of Syria did not perform Witr. He said to Sayyiduna Mu’awiyah (may Allah be pleased with him): What is the reason that the people of Syria do not perform Witr? He replied: Is this prayer obligatory upon them? He said: Yes, the Messenger of Allah (peace and blessings be upon him) said: My Lord has given me another prayer, and that is Witr, and its time is from after ‘Isha until the rising of Fajr.
