It is narrated from Muhammad bin Ali, he says: Some people came to Sayyiduna Ali (may Allah be pleased with him) and complained about the governors of Sayyiduna Uthman (may Allah be pleased with him). My father, Sayyiduna Ali (may Allah be pleased with him), said to me: Take this letter and go to Sayyiduna Uthman (may Allah be pleased with him) and tell him that people are complaining about your governors; this is the command of the Messenger of Allah (peace and blessings be upon him) regarding alms, instruct them to collect alms according to it. So I went to Sayyiduna Uthman (may Allah be pleased with him) and mentioned this matter to him. If Sayyiduna Ali (may Allah be pleased with him) had wanted to express anything bad about Sayyiduna Uthman (may Allah be pleased with him), he would have done so that very day.

Brief Explanation
Benefits: … According to the narration of Sahih Bukhari, Sayyiduna Uthman radi Allahu anhu returned this letter to Sayyiduna Ali radi Allahu anhu.
Hafiz Ibn Hajar rahimahullah said: It is possible that Sayyiduna Uthman radi Allahu anhu was already aware of the rulings contained in this letter, and thus he was not in need of studying it. Humaydi said in "al-Jam‘": Some narrators have transmitted this statement from Ibn ‘Uyaynah: Sayyiduna Ali radi Allahu anhu had no other recourse except to prevent Sayyiduna Uthman radi Allahu anhu, but Sayyiduna Uthman radi Allahu anhu returned his letter to him, because he already had knowledge of those rulings. From the action of Sayyiduna Ali radi Allahu anhu, it is certainly evident that one should have goodwill towards the rulers and should alert them to the corruption arising among their followers.
And it is also possible that, in the view of Sayyiduna Uthman radi Allahu anhu, no objection against his governors was established, or if it was established, prudence dictated that the governors should not be immediately rebuked, or that the objection pertained to recommended acts (mustahabbat) and not to obligatory acts (wajibat). Therefore, Sayyiduna Ali radi Allahu anhu also considered him excused and did not express any negative opinion about him.
‘Allamah Sindhi rahimahullah said: It is possible that the reason for returning this letter was that Sayyiduna Uthman radi Allahu anhu thought that his governors were already acting upon these rulings, and thus there was no need for it, so he ordered it to be returned. And he realized that the people's complaint was not related to the oppression of the governors, but rather to love of wealth and aversion to spending (in charity). Or it is possible that Sayyiduna Uthman radi Allahu anhu was of the opinion that indeed those governors should be dismissed, and now this letter would be of no benefit, so he intended to dismiss them. His purpose was not to turn away from acting upon the rulings of this letter; he was far removed from such a suspicion. And Allah Ta‘ala knows best.
