Hadith 12225

عَنْ أَبِي نَضْرَةَ عَنْ أَبِي فِرَاسٍ قَالَ خَطَبَ عُمَرُ بْنُ الْخَطَّابِ رَضِيَ اللَّهُ عَنْهُ فَقَالَ يَا أَيُّهَا النَّاسُ أَلَا إِنَّا إِنَّمَا كُنَّا نَعْرِفُكُمْ إِذْ بَيْنَ ظَهْرَيْنَا النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ وَإِذْ يَنْزِلُ الْوَحْيُ وَإِذْ يُنْبِئُنَا اللَّهُ مِنْ أَخْبَارِكُمْ أَلَا وَإِنَّ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ قَدِ انْطَلَقَ وَقَدِ انْقَطَعَ الْوَحْيُ وَإِنَّمَا نَعْرِفُكُمْ بِمَا نَقُولُ لَكُمْ مَنْ أَظْهَرَ مِنْكُمْ خَيْرًا ظَنَنَّا بِهِ خَيْرًا وَأَحْبَبْنَاهُ عَلَيْهِ وَمَنْ أَظْهَرَ مِنْكُمْ لَنَا شَرًّا ظَنَنَّا بِهِ شَرًّا وَأَبْغَضْنَاهُ عَلَيْهِ سَرَائِرُكُمْ بَيْنَكُمْ وَبَيْنَ رَبِّكُمْ أَلَا إِنَّهُ قَدْ أَتَى عَلَيَّ حِينٌ وَأَنَا أَحْسِبُ أَنَّ مَنْ قَرَأَ الْقُرْآنَ يُرِيدُ اللَّهَ وَمَا عِنْدَهُ فَقَدْ خُيِّلَ إِلَيَّ بِآخِرَةٍ أَلَا إِنَّ رِجَالًا قَدْ قَرَأُوهُ يُرِيدُونَ بِهِ مَا عِنْدَ النَّاسِ فَأَرِيدُوا اللَّهَ بِقِرَاءَتِكُمْ وَأَرِيدُوهُ بِأَعْمَالِكُمْ أَلَا إِنِّي وَاللَّهِ مَا أُرْسِلُ عُمَّالِي إِلَيْكُمْ لِيَضْرِبُوا أَبْشَارَكُمْ وَلَا لِيَأْخُذُوا أَمْوَالَكُمْ وَلَكِنْ أُرْسِلُهُمْ إِلَيْكُمْ لِيُعَلِّمُوكُمْ دِينَكُمْ وَسُنَّتَكُمْ فَمَنْ فُعِلَ بِهِ شَيْءٌ سِوَى ذَلِكَ فَلْيَرْفَعْهُ إِلَيَّ فَوَالَّذِي نَفْسِي بِيَدِهِ إِذَنْ لَأُقِصَّنَّهُ مِنْهُ فَوَثَبَ عَمْرُو بْنُ الْعَاصِ فَقَالَ يَا أَمِيرَ الْمُؤْمِنِينَ أَوَ رَأَيْتَ إِنْ كَانَ رَجُلٌ مِنَ الْمُسْلِمِينَ عَلَى رَعِيَّةٍ فَأَدَّبَ بَعْضَ رَعِيَّتِهِ أَئِنَّكَ لَمُقْتَصُّهُ مِنْهُ قَالَ إِي وَالَّذِي نَفْسُ عُمَرَ بِيَدِهِ إِذَنْ لَأُقِصَّنَّهُ مِنْهُ وَقَدْ رَأَيْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ يُقِصُّ مِنْ نَفْسِهِ أَلَا لَا تَضْرِبُوا الْمُسْلِمِينَ فَتُذِلُّوهُمْ وَلَا تُجَمِّرُوهُمْ فَتَفْتِنُوهُمْ وَلَا تَمْنَعُوهُمْ حُقُوقَهُمْ فَتُكَفِّرُوهُمْ وَلَا تُنْزِلُوهُمُ الْغِيَاضَ فَتُضَيِّعُوهُمْ
It is narrated from Abu Firas, who says that Sayyiduna Umar bin Khattab (may Allah be pleased with him) addressed the people and said: O people! When the Noble Prophet (peace and blessings be upon him) was among us and revelation used to descend upon him, and Allah Almighty used to inform us about your actions, we used to recognize all of you very well. Now the Noble Prophet (peace and blessings be upon him) has passed away and the series of revelation has ended. Now, whatever we say to you, we will try to recognize you in its light. Whoever among you expresses goodness, we will also think good of him and treat him accordingly, and whoever among you expresses evil towards us, we will also think ill of him and bear enmity towards him accordingly. Your secrets and inner matters are between you and your Lord. Beware! A time has passed over me when I used to see someone reciting the Qur'an, I would think that he is reciting for the pleasure of Allah and to attain what is with Allah, and I continued to think this about him till the end. But there are some people who, after reciting the Qur'an, seek compensation and wealth from people. I advise you to intend to seek Allah's pleasure through your recitation and deeds. Beware! By Allah! I do not send my workers and officials to you so that they may punish you, nor do I send them so that they may seize your wealth. My purpose in sending them is that they may teach you your religion and the Sunnah. If any of my officials acts contrary to this, then inform me about him. By the One in Whose hand is my life! I will surely make him pay for his actions. Upon hearing this, Sayyiduna Amr bin Aas (may Allah be pleased with him) stood up and said: O Commander of the Faithful! What do you think if a Muslim man is appointed as a ruler over some people and he punishes some members of his subjects to teach them discipline, will you also make him pay for that? Sayyiduna Umar (may Allah be pleased with him) said: Yes, by the One in Whose hand is Umar's life! I will surely, surely make him pay for that. I have seen the Messenger of Allah (peace and blessings be upon him) present himself for retribution. Beware! Do not humiliate and disgrace the Muslims by punishing them, and do not keep them stationed at the borders for too long, for in this way you will put them into trials, and do not deprive them of their rights, otherwise you will make them ungrateful servants, and do not settle the armies in clusters of trees (because in this way they will scatter) and be lost.
