Hasan says that Sayyiduna ‘Aiz bin ‘Amr (may Allah be pleased with him), who was among the righteous Companions, went to ‘Ubaydullah bin Ziyad, and he said: I heard the Messenger of Allah (peace and blessings be upon him) say: The worst rulers will be those who oppress the people, so beware of being among them. Ibn Ziyad replied: Sit down, you are among the lesser Companions, like the siftings of flour. He said: There was no one lesser among the Companions; this inferiority is found among those who came after and among the non-Companions.

Brief Explanation
Benefits: … Imam al-Albani rahimahullah writes: "Al-Hutamah" refers to such a merciless and oppressive shepherd who treats the camels harshly when taking them to water, bringing them back, and driving them, and acts unjustly towards them. The Prophet sallallahu alayhi wa sallam used this word as a proverb for a bad ruler, as is mentioned in al-Nihayah. (Sahihah: 2885)
There are many harms caused by an oppressive ruler; not a single member of his subjects can remain unaffected by him, and due to oppression and brutality, the minds of such rulers also become deranged, and the heavy burden of many oppressed people rests upon their heads. It is also understood that every individual among the group of the noble Companions radi Allahu anhum is of the highest and most elevated rank; none of us has the right to criticize or speak ill of any of them.
