Hadith 12085

وَعَنِ ابْنِ مَسْعُودٍ رَضِيَ اللَّهُ عَنْهُ قَالَ قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ ”سَيَكُونُ أُمَرَاءُ بَعْدِي يَقُولُونَ مَا لَا يَفْعَلُونَ وَيَفْعَلُونَ مَا لَا يُؤْمَرُونَ“
It is narrated from Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: After me, soon there will come rulers who will say such things upon which they themselves will not act, and whatever they do, they will not be commanded to do so.

Brief Explanation
Benefits: … The rulers of the present age and their associates are also greatly fond of making statements and boasting. By squandering the government treasury and carrying out a few works related to social welfare, they put up plaques bearing their own names and inaugurate them as if their fathers had sold their personal land to render this public service. By repairing a four-kilometer road and constructing a primary school, they proclaim themselves emperors of construction.
